Icetea Software Korea Joins Talks with General Secretary Tô Lâm 

Seoul, August 10, 2025 — Icetea Software Korea was honored to be one of only five Vietnamese ICT companies in Korea invited to join a high-profile meeting between General Secretary of the Communist Party of Vietnam Tô Lâm, the Vietnam Innovation Network Korea (ViNK), and Vietnamese technology experts currently working in Korea. 

The meeting took place during the General Secretary’s official state visit to the Republic of Korea and highlighted Vietnam’s determination to become a leader in science, technology, innovation, and digital transformation — with a focus on strategic sectors such as semiconductors, artificial intelligence (AI), blockchain, advanced biomedical technology, robotics, aerospace, and unmanned systems. 

Context and Program Background 

Organized by the Ministry of Finance of Vietnam in collaboration with ViNK, the event underscored the importance of mobilizing the expertise of Vietnamese intellectuals abroad to contribute to the nation’s development. The Vietnam Innovation Network, operating in 22 countries with more than 2,000 members, serves as a platform for technology transfer, policy consultation, and solving strategic challenges for Vietnam’s growth. 

In his keynote speech, General Secretary Tô Lâm stated: 

“Vietnam must not remain merely a software outsourcing country, but should take the lead in technology, creating solutions and products of international caliber.” 

He also announced that Vietnam will allocate 3% of public expenditure to the technology sector, with the long-term ambition of increasing this to 2% of GDP, reflecting the country’s strong commitment to its global technology ambitions.

During the meeting, experts and entrepreneurs proposed several initiatives, including: 

• Incentive policies to boost the technology sector 

• Creation of a dedicated technology investment fund and enhanced support for startups 

• Attraction of global experts to support Vietnam’s technological development 

• Stronger connections between overseas Vietnamese experts and domestic institutions
